DFPS Expands Community Based Care

DFPS takes the next step in expanding Community-Based Care (CBC) with a contract amendment to enter Stage II in DFPS Region 2, which includes 30 Texas counties.

2INgage, a partnership between Texas Family Initiative LLC and New Horizons Ranch and Center Inc., has been providing a continuum of foster care services in this area since December 2018. In Stage II, 2INgage will begin providing case management services as well.

DFPS will spend the next few months working with 2INgage to conduct readiness activities for the transition. 2INgage will assume responsibility for Stage II services in June 2020 if all is ready.

DFPS is working to expand CBC statewide.

  • Our Community Our Kids, a division of ACH Child and Family Services, in Region 3B (Fort Worth) is transitioning to CBC Stage II at this time.
  • Family Tapestry, a division of the Children’s Shelter, in Region 8A (Bexar County) is operating in CBC Stage I.
  • Francis Ministries in Region 1 (Amarillo/Lubbock) is working on readiness activities for Stage I.
  • DFPS is in the procurement process for Region 8B, which includes all counties in the region except for Bexar County.

Community-Based Care is a new way of providing foster care and case management services. It’s a community-based approach to meeting the individual and unique needs of children, youth, and families. Within a geographic area, a single contractor (single source continuum contractor or SSCC) is responsible for finding foster homes or other living arrangements for children in state care and providing them a full continuum of services.

In 2010, DFPS began expanding the community’s role to meet the challenges of serving children in foster care. In 2017, the Texas Legislature directed DFPS to expand this model to include both foster care and relative or “kinship” placements, and give the SSCC sole responsibility for case management, rather than sharing that responsibility with DFPS.

As Community-Based Care takes shape statewide, CPS’s focus will shift to ensuring quality oversight of foster care and services for children and families. The SSCC will be responsible for case management and services that enable children to safely achieve permanency in their own home, with relatives, or through adoption.
