What are your Volunteer Experiences?: Solving problems and meeting the needs within our foster care system isn’t a hobby or personal goal, it is who I am, why I breathe, what I dream about when sleeping, what I have been called to do.

Every aspect of my life; as a former foster child, former licensed caregiver (foster, kinship and adoptive), community leader and even as a Professor at Sam Houston State University are all intricately woven together in one identity and purpose. I have served in nearly every volunteer role within the foster care system securing a brand of success in a wide variety of initiatives improving the lives of foster children, families, and the foster care community stakeholders.

Primarily foster care volunteer experiences include: President of Montgomery County Child Welfare and CPS board of directors; Founder/President of Orphan Care Solutions of Texas; Founder/Executive Director of Hope’s Path a residential internship program for foster youth who have “aged out” of care; TFFA’s Recruitment/Retention Chair. NONE of the above mentioned positions have ever been paid positions.

If you are no longer fostering, was your home closed in GOOD standing?:  Yes
What Qualifications Do You Have to Hold This Position?: Through my previous tenure as a board member of TFFA I served as the Recruitment & Retention Chair. Within that framework I offered and included all of my professional and personal network to benefit of Texas foster families and our fragile foster care system. Some of the results include:

  • The formation of Orphan/Foster Care Solutions of Texas is a collaborative non-profit that works to bridge the needs of the foster care system to the talents/gifts of the faith based community. Thousands of foster children and families, as well as organizations within the foster care community have received direct benefits, assistance, and education, through this effort. (Benefiting organizations include: Texas DFPS, dozens of child placing agencies, county Child Protective Services, and many non-profit foster care support organizations including RTCs, Texas CASA). If you want to know more about my leadership in this effort or its outcomes, please go to the website OrphanCareSolutions.com
  • Collaboration of 30+ Texas Colleges/Universities known as Texas REACH that continue to have annual convenings addressing the growing focus on foster care aging out, college readiness and systems of support within our education system.
  • The development and opening of Hope’s Path. An innovative program for foster alumni. This internship program offers residence, soft/hard personal skill development, Christian mentoring teams, educational/vocation support alongside apprenticeships to enable successful, sustainable independence. To learn more about this program, go to our website HopesPath.org.

Under a principle of servant leadership, I have been privileged to lead teams and collaborations that have been recognized and awarded as “best practices” in the state of Texas.

What is your vision for TFFA? How can you help improve TFFA?: The future I see for TFFA would include continuation of collaborative efforts including the community, foster care community. Within that expansion, I see the ability to rejuvenate new talent, leadership, purpose and relevance. I believe that including the talents of others is what drives value to a project/effort and every selfless talent is considered an opportunity for new solutions. I do not doubt, in any way, the abilities, resources, or support that I would be bringing to TFFA as your President.

My experience and vision surround 6 critical areas within our foster care system:

  • Recruitment and Retention of caregivers (foster, kinship, adopt, respite).
  • Problems/Solutions facing our “aging out” population
  • Need for Kinship Support as well as a relevant voice
  • “Normalcy” understanding and supportive efforts
  • Permanency initiatives – including mentorships for teens in care into “aging out” as well as adoption initiatives (credible and maintained web sites, galleries and communication systems)
  • Prevention of recidivism of abuse

There are lots of other problems and concerns that we all have. I know that I do not have all of the answers, but if we are all willing to work together, using our own talents and networks we change the current trajectory of TFFA.

It is my heart that if God wants to expand the territory of influence of these efforts alongside TFFA then I say “yes”, I am willing to be your President.

  • Co-founder of Anchored in HopeAnchored in Hope is a retreat for foster and adoptive moms to find encouragement and support.
  • Childcare volunteer with Little Footprints/Montrose Street Reach. We were able to set up a childcare area on the streets of Houston to minister to street moms while they attended a church service.
  • Co-founder of We Will Speak, an organization that helps aged out foster youth share their stories in powerful ways.
  • Site Coordinator for upcoming OCS Fostering Hope Conference
  • As a mom to five children, the volunteering at school is extensive!
If you are no longer fostering, was your home closed in GOOD standing?:  YES
What Qualifications Do You Have to Hold This Position?:

Our family had the opportunity to be a foster family for almost 5 years. In that time, we were able to care for 14 children.  We began with a voluntary placement agency.  Then had the opportunity to be a kinship family and finally a licensed foster family.  I have gained great insight into all the different sides of foster care.  When you become a foster parent, you become skilled at advocating, organizing, communications, teamwork and flexibility!

In the past, I have worked for a child placing agency as a foster home developer. I wrote home studies, conducted trainings and guided families as they moved through the licensing process.  While I no longer work for the CPA, I have the amazing opportunity to do trainings for them on a contract basis! While we are no longer fostering, I feel extremely lucky to be able to use my background, training, education and experiences to help train and equip new foster families.

I have professionally worked in the field of development for several years. I enjoy organizing people and details in order to see a non-profit organization reach its financial goals.

As a founder of two different organizations, I have been able to use my skills to create a solution to support a need in the fostering community.

What is your vision for TFFA? How can you help improve TFFA?:

I am excited to see how TFFA can adapt to the changes in the current foster care environment and allow our state to better recruit and retain foster families.  I would love to see a cohesive presence on social media platforms.  I think agencies do a wonderful job of pre-service training but I see a need for better ongoing training for families.  Retention is a problem in Texas.  Quality training and creative support are keys to the success of our families. They need to know they are not alone in this fight to rescue and restore life to these precious children. Fostering is so rewarding but it can be isolating and exhausting.  I dream of creative and fun support, mentor families, access to babysitters, and resource list. Often foster families are forgotten in the system, I want to see our voice heard and dignity given to our families.  Additionally, Kinship families are overlooked and need just as much access to support as licensed foster families.

Age Range of Children You Have Cared For:: All
Are You Currently Licensed As a Foster Parent: No
What are your Volunteer Experiences?:
Since becoming a foster parent in 1981 I have served in numerous positions. In 1989 I founded Foster Parents of Victoria, Inc. in order to protect and administer funds given by a local psychiatrist to benefit foster children. We have steadily expanded and serve not only Victoria County but Dewitt, Lavaca, Jackson, Goliad, and Calhoun counties. As Executive Director I administer numerous programs that benefit foster children and support foster families. I write grants that fund our programs and have allowed us to purchase two acres of land on a major business loop in our city. I have overseen the building of a permanent facility that houses our office, training room and child care rooms. This is called Foster Parents of Victoria Family Resource Center. It also houses another non-profit for which I am Executive Director, Mission Valley Pantry. Any of the families that income qualify can benefit from this service.

I have also previously served on the TFFA Board as the Scholarship/Burial fund Chair and coordinated the Silent Auction. I have also served on the Region 8 Board of Directors as Treasurer and President. I frequently speak to organizations promoting a greater understanding to our community concerning the needs of foster children, foster homes and the Foster care system. I have been very active in my church for the past 44 years holding positions of Sunday School teacher, Ladies Auxiliary leader, and coordinator of various needs and activities.

If you are no longer fostering, was your home closed in GOOD standing?:  YES
What Qualifications Do You Have to Hold This Position?:

Since 1971 I have worked in various offices keeping records, filing, and answering phones. Prior to becoming a foster parent I owned my own childcare business and had to keep records for tax purposes. After forming the Foster Parents of Victoria, Inc. I have been responsible for overseeing the daily operation, making sure all taxes and expenses were paid in a timely manner, and fund raising and coordinating of our programs. I have the ability to write grants and receive funding for various projects. I have chaired numerous meetings and made sure proper protocol and Robert’s Rules of Order were followed. I also work with our 7 member Board of Directors, numerous foster parents and children, as well as private agencies, CPS and CASA, and local community entities to promote better outcomes for our families and children.

What is your vision for TFFA? How can you help improve TFFA?:

TFFA was the central voice promoting better foster care for families and children, while working to protect the rights of all involved in substitute care. I see that as private agencies have grown more active and CPS has delegated responsibility for the care of foster children to these agencies that each one has their own agenda and manner of achieving their outcomes. As that has occurred the training which at one time was so unified has become splintered due to each agency only allowing recognition of the training they provide and not encouraging or paying for their families to attend TFFA conference as they once did. There needs to be a unification between agencies and programs for the well being of the families involved. Foster families need support and the camaraderie that they can only receive through one another. No person understands the heart of a foster parent unless it is another foster parent. TFFA has always provided the opportunity for foster families to meet, train, and encourage one another through their conferences. The face of foster care has evolved and the needs are many. No matter what the name of an agency or program is, everyone needs to support a central voice, which TFFA has always been because there is power in unity. A tree that is splintered is weak. I want to promote that unity and cohesiveness that I feel is needed at this time.
